Cant Get Bot Started

I've tried everything, followed the instillation guide to a T! Searched forums tried different version of ts3 everything. Same thing every time, I cant even get web panel to come up.

I have done it, When that failed i tried installing a little bit older version of teamspeak. Thanks so much for you help tho.....
