EN Block users. (idea)

Hey, I have an idea, to make those users that bothers/spam the bot get ignored. The command !block <user id> <time in seconds / 0 = permanent> will make those users not use the bot and consequently dont spam / make the connection slower. Thanks everyone reading this.
