Youtube-DL: File Not Found

Operating System: Windows 8.1
SinusBot Version: 0.9.18
TS3 Version: 3.0.19.4 (my personal client is running 3.1.4)

Problem Description
When trying to use Youtube-dl, the bot returns en error each time (https://gyazo.com/0ff8ceaf4364b9d063ee0924557c33c6). I've tried re-installing youtube-dl.exe multiple times, and checked the contents of my config file which seem totally fine (https://hastebin.com/kudibavoku.makefile). What in the world's causing this?

*Note: I've tried downgrading to TS 3.0.19.4 to no avail as well.

That's the thing, I've tried updating and reinstalling it multiple times.
