Feature Add a cooldown option for commands

It would be nice to be able to assign cooldown options for commands.
Certain usergroup with certain cooldowns.
Either cooldown for all command or just some commands.

This would be helpful for things like !qyt so the user wont spam the bot with something like:
!qyt link
!qyt link
!qyt link
!qyt link
!qyt link
!qyt link
!qyt link
!qyt link
