is it possible to block a User with the Bot ?
So that he ignores his commands or better just "return false" for an existing command?

No you can't revoke Access from user X to Command X.
You need to revoke the complete access.

Okay i just wanted to write a plugin to prevent special users from massive use of !say .. So that they get blocked for 200 seconds or smth^^

The bot self implements !say you can't do anything with Plugins. There should be a rate limit for commands from the bot self @flyth.

However you could still track the !say messages and punish a user who is spamming it ^^
