EN Call PHP from bot

Hi,
I want to ask if there is way, how to call PHP (url) from bot. I need this for my voting system. Bot knows two voting commands and I need call voting link etc. http://domain.com?vote=yes&tsname=admin...
I know, we have API - I can call PHP script, which controll bot... but can I call URLs from bot (from javascript)?
