Feature Request: limit users to queue X amount of songs

for when a large group of users are together in a team speak channel, allowing them to queue an infinite amount of songs allows one keen person to pretty much hijack the bot and stop others from requesting / queuing songs if them get there first and queue a large amount.

a good way round this would be to add a setting that allows a limit to be set on the number of actively queued songs at any one time, that way it gives others a chance to queue their songs before the original requester queues any songs after theirs are played.

I won't set some limit... I think it would be better to set a sort of cooldown! So each user can queue a track each minute or so.

Alternative implementations of the queue can be implemented by scripts in the next version.
