How to disable commands?

What do you mean with group command?
You just need to remove the users which shouldn't use some commands for example !yt or !stream the corresponding permission in the user settings ;)

Remove !yt and !next from "Plyback" group or move to another group

Sometimes the users just spam !yt !yt !yt and it overload the server with useless downloads
 
That's not possible but you could create a script for just this action (!yt or !qyt for example)
 
No but you could implement these commands yourself.
