I don't know what you meant by saying "jr.sinusbot" but here is the guide to install and start the Sinusbot instance (which starts it's Teamspeak client automatically):

If you want to develop a musicbot based on Java, that's your thing, don't think that someone can help you there.
TS-Client isn't meant to be launched via command line, but that would be rather a question for teamspeak forums.
