Request Feature: playlist permissions

I would like to request a three state, per userr , permission to allow /disallow editing and creating of playlists. The way I would like to see it work is having the following three states:

All = user can add, delete, and edit all playlists

User Created = user can add, delete, and edit any playlist they have added, but not delete, or edit any playlist they did not create.

None = user can not add new playlists. User can not delete or edit playlists created by others.
