russian song name of uploaded files

I have an encoding problem. Those files have mp3info in russian. Looks like this:

But in log file names are ok:

Similar problem then I add russian radio station: artist and song name tag are sometimes unreadable.

Please, look into this when you have some time.

Edit: I`m not shure about radio, suddenly all song names looks fine while playing radio.
Unreadable names are very rare on radio:

I paste links from the last post into "upload file" page in url field both files were downloaded with correct names. Just an observation, not a solution
