Sinusbot doesn't work anymore

I installed SinusBot and created a bot that was working on my ts,then i stopped the bot via browser and closed ts. When i restarted everything and i double click the .exe file,nothing happens,the pop up message "sinusbot is working" doesn't appear and the browser doesn't open the page of the bot settings.
I use a windows 7 OS,used the last version of the bot (0.9.15),google chrome is my browser with the only addon ad blocker (i already tried deactivating it but nothing).
My spec: intel i5-4690,8gb RAM
This is my config.ini of sinusbot
TS3Path = "E:\\Sinus\\TeamSpeak 3 Client\\ts3client_win64.exe"
ListenHost = "0.0.0.0"
ListenPort = 8087
LogLevel = 10

I tried to install again the bot,but still nothing
