Bug SinusBot on Windows Server 2016 core

Hi,
I can't get the bot to run on my Windows Server 2016 Core

• used version = SinusBot (0.9.18-8499d2c)
• used operating system (e.g. Windows, 64bit) = Windows Server 2016 Core 64bit
  
• hardware specs (e.g. VPS, Core i7, 8 GB RAM) Hyper-V machine has 2 CPU 16GB RAM
  
• used browser (and maybe plugins) no browser available on the host on my client i am using Google Chrome v58
  
• your config.ini

If Someone could tell me the exact requirements for the sinusbot, i might be able to resolve this.
My guess is that one or more features, might not be installed per default in windows 2016 core.
If i get to know the exact requirements i could check which are missing, and then install them and then publish a guide for sinusbot installations on Core servers.

@flyth takes a look at it. I think it's because Windows 2016 Core does not provide a gui and the SinusBot needs currently a gui.

@flyth in case you need access to a windows core 2016 server, i can pop a fresh install for you in seconds on my hyper-v host, shielded from my servers of course. just tell me and Il'l set one up and provide you with credentials.
Btw I'm fluent in Swedish and German as well, in case you prefer any of those 2 languages.
