!yt and !ytdl problem

When I'm trying to download or listen to a song off of YouTube, I get the following:

I've always gotten this and I was wondering if anyone else has been getting this problem and if there's a solution for this.
I've done LogLevel = 10 and I am running on a Windows 8.1 64bit laptop.
