Need To Allow Web Access Through Router

Now I have set up Firewall Rules, Port Forwarding On MY Router, as well as EVERYTHING else I can think of, do I need to change ANYTHING in the config file to have it listening properly, do I need apache running? What do I need to be able to allow my other friends to be able to access my web admin, can anyone help?

I went through that thread, used my routers Manual, as well as setting up my windows firewall rules, as well as trying different listening ports on the config file. Do I need to modify the listening host at all? Or could it be my ISP is restricting incoming traffic?
