Just forward port 80 to the internal IP of that local pc, that's a router setting. Then you can connect via the external IP of the router of that network. With something as DynDNS you don't even have to care for changing IPs.
If your provider should be blocking port 80, which frankly would be wierd, just bypass it with a VPN?
Solve the original problem, so you don't need a wierd script.
